We have prepared all levels of NEPA documents including Categorical Exclusions, Environmental Assessments/Findings of No Significant Impact (EA/FONSI), and Environmental Impact Statements (EIS). We have also prepared joint CEQA/NEPA documents, including IS/EAs and EIR/EISs. Our work encompasses a wide range of projects on federal lands including recreation trails and visitor supporting facilities; water conveyance and appurtenances, and projects that have a federal nexus such as habitat conservation plans supporting incidental take permits for federally-listed animal species. Some of the federal agencies we’ve prepared documents for recently are the Bureau of Reclamation, Department of Housing and Urban Development (HUD), and the California Department of Transportation (Caltrans)/Federal Highway Administration.
TRA has assisted Lead Agencies in meeting NEPA requirements on projects involving federal grant funds issued through Caltrans. TRA has prepared detailed project descriptions and analyses for submittal to Caltrans including Preliminary Environmental Studies (PES) Form, Biological Technical Memorandum, Air Quality Technical Memorandum, Natural Environment Study (NES) with supporting biological surveys, wetland delineations, Location Hydrology Study, Section 106 of the National Historic Preservation Act Cultural Resources Study including Area of Potential Effects (APE) Map and record surveys for the State Historic Preservation Office, and AD1006 consultation with the Natural Resource Conservation Service for agricultural impacts.
