TRA has prepared all types of CEQA documents, including Categorical Exemptions, Initial Studies/Mitigated Negative Declarations (IS/MNDs), and Environmental Impact Reports (EIRs). We work regularly with local agencies and legal firms to review environmental documents prepared by others; in this way, we stay knowledgeable and up to date.
TRA was founded to prepare environmental documents during the early years of CEQA and has remained in step with the evolution of the guidelines for environmental review of projects. We keep apprised of statutory and regulatory changes through journals, annual publications, conferences, and the California Office of Planning and Research (OPR) website and other relevant websites. We continue to practice our craft every day, and our work encompasses a wide range of projects. Projects have included those associated with land use planning, open space, recreation trails and facilities, annexations, private development, public infrastructure (roads, utility corridors, bridges, water systems and wastewater treatment), quarries, solid waste projects, and other public facilities (schools, libraries, county facilities, city halls, parks, and police stations). We have worked for many local agencies that get state funding, and we are experienced in preparing “CEQA Plus” documents. In some cases CEQA Plus documents can be slightly modified and submitted to federal agencies, such as the Bureau of Reclamation, to meet NEPA compliance and allow the agencies to receive federal funding. Preparing documents that can quickly and easily be edited for use by various agencies is not only efficient, but can save the local agency time and money.
